Should we restrict our teenagers from using a cell phone while driving (until they are 18)? The law would allow teenagers to call emergency numbers and talk with parents, that's it. Penatly would not go on their driver's license records, but they would pay a fine if caught.

Comments

The cell phone use of our children are the responsibility of the parents. Also, as a law enforcement personnel, a restriction like this would be difficult to enforce, lowering its effectiveness.
